طراحی الگوی سیاست‌گذاری کارآفرینی در حوزه معادن استان سیستان و بلوچستان

چکیده

شناخت مزیت‌های نسبی استان سیستان و بلوچستان و ایجاد زیرساخت‌ها جهت هدایت صحیح سرمایه‌ها و منابع برای تولید ثروت و ارزش‌افزوده یکی از وظایف اصلی سیاست‌گذاری است که اهمیت این بخش را دوچندان می‌نماید. لذا طراحی مدلی در جهت توسعۀ کارآفرینی معدنی می­تواند به ‌طور مستقیم و غیرمستقیم در توسعۀ اقتصادی، علی­الخصوص در مناطق محروم، نقش تأثیرگذاری داشته باشد که این مقاله با یک رویکرد ترکیبی به این مهم پرداخته است. روش تحقیق مقالۀ حاضر، رویکردی ترکیبی از نوع اکتشافی داشته که با استفاده از نظریۀ داده بنیاد به تحلیل مصاحبه­ها و تکنیک تحلیل مسیر ساختاری به آزمون روابط مدل تبیینی پرداخته است. طبق تحلیل داده­ها، الگویی فرآیندی و چندبُعدی برای نخستین بار در سطح کسب‌وکارهای معدنی جهت تبیین سیاست‌گذاری کارآفرینی در حوزه معادن استان سیستان و بلوچستان ارائه گردیده است. یافته­های تحقیق نشانگر آن است که راهبردهای پیشنهادی توسعۀ کارآفرینی در حوزۀ معادن استان به ترتیب اولویت عبارت‌ از: متحول­سازی تحقیق و توسعه در بخش معادن (78/0)، خصوصی­سازی بخش معادن (17/0) و یکپارچه­سازی دانش و فعالیت­های معدنکاری (16/0) هستند. همچنین نتایج حاصل از کارآفرینی در حوزۀ معادن نیز به ترتیب اولویت شامل: رقابت­پذیری در جذب سرمایه‌گذاران (65/0)، ارتقای بهره­وری فعالیت­های معدنی (34/0)، برندسازی در حوزه معادن (08/0) و جایگاه­سازی برای معدنکاری (07/0) می‌باشند.

چکیده [English]

Summary
The aim of this paper is to assess the entrepreneurship policy-making and doing business effect on entrepreneurship development and current situation evaluation. A hybrid approach was selected to determine the most priorities in investing competitiveness.
 
Introduction
The mining sector in many countries, including Iran, is one of the most important paths of achieving sustainable development. The significant correlation between the mining sector and other sectors of the national economy doubles down the importance of this sector. Therefore, identifying and expanding entrepreneurial opportunities in this field can, directly and indirectly, provide a very important path for employment, especially in deprived regions, such as Sistan and Baluchestan province.
 
Methodology and Approaches
This article tries to provide a model for identifying and developing entrepreneurial opportunities in the mining sector in Sistan and Baluchestan, using a compound approach. The presented method is a combined exploratory approach that analyzes the interviews using data-based theory technique to examine this explanatory model. According to the data analysis, a process and multidimensional model has been presented for the first time at the level of mining businesses to explain the reasons and consequences of entrepreneurial development. According to the data analysis, 321 final codes were extracted through open coding, and then, using axial coding, they were classified into 151 concepts and 18 categories. Finally, in the selective coding stage, a process and multidimensional model is presented for the first time at the level of mining businesses.
 
Results and Conclusions
The findings indicate the proposed strategies in identifying entrepreneurial opportunities are: integration of knowledge and mining activities, privatization of the mining sector, and transformation of research and development. Also, the results of strategies in the development sector are: promoting mining, improving the efficiency of mining activities, competitiveness in attracting investors, and branding in the field of mining. and finally, some suggestions were proposed for experts in this field.

1- مقدمه

بخش معدن و صنایع معدنی در بسیاری از کشورها یکی از مهم‌ترین مسیرها در رسیدن به توسعه پایدار است[1]. ارتباط بالای این بخش با سایر بخش‌های اقتصاد ملی، اهمیت این بخش را در شتاب توسعه صنعتی نیز مضاعف می‌سازد[2]. در واقع، بخش معادن به جز داشتن ظرفیت‌های درآمدی و افزایش رشد اقتصادی، از نظر اشتغال هم می‌تواند نقش بسیار مهم و حیاتی در اقتصاد کشورها بازی کند[3] ولی متأسفانه این موضوع در ایران و به‌ویژه استان‌های محروم مورد غفلت و بی‌توجهی قرار گرفته است و این رویکرد از نظر اشتغال‌زایی و ایجاد ارزش افزوده کمتر مورد مطالعه قرار می‌گیرد[2].
